Reports to: Senior Director of Advocacy & Community Engagement

Salary and Benefits: $85,000 to $95,000.

Schedule: Generally Monday through Friday. Work days and hours may shift depending on scheduling needs; typical schedule will be 10:00 a.m. to 6:00 p.m. Flexibility required.

Summary: The Director of Policy & Government Affairs will be responsible for leading the execution of The Center’s legislative, funding and policy objectives. The Director will also provide support to The Network’s program goals, advocacy priorities, and growth, as well as supporting Network staff in relationship management including conflict resolution, decision making processes, and governance. Some travel may be required.

Essential Duties and Responsibilities:

  • Facilitate the execution of high-level deliverables of external key programs closely linked to government affairs work, including the Advocacy Program and the administration of The New York State LGBT Health and Human Services Network.
  • Develop, propose, and execute strategies for government partnerships, including the direction of The Center’s participation in events, collaborations and other efforts.
  • Build and maintain relationships with regional and state officials; represent The Center at fundraisers, receptions, task forces, coalitions and other networking events statewide; collaborate with the Senior Director of Advocacy & Community Engagement in high-level government affairs work.
  • Develop and execute strategies to defeat harmful legislation, enforce existing laws, and create or advance proactive legislation; develop and distribute white papers, policy briefs, and testimony; develop and execute non-legislative strategies (e.g. executive orders, advisory opinions, budgetary initiatives) to advance protections for the LGBTQ community.
  • Provide technical advice and support to legislators, state agencies, and other state and regional partners.
  • Lead the lobbying effort of The Center in relation to funding requests and initiatives, overseeing The Center’s retained lobbyist(s).
  • Attend and facilitate events and activities related to the policy and legislative component of the Advocacy Program, including policy training and issue briefings.
  • Adjust legislative and non-legislative strategies to meet changing political and legislative demands; consistently monitor progress to goals and communicate these to the Senior Director of Advocacy & Government Affairs.
  • Other duties as assigned.

Position requirements:

  • Bachelor’s degree required; JD or Master’s degree in Policy Administration or related combination of experience and skills preferred.
  • A minimum of 5-7 years of experience in policy and legislative affairs, public policy, government relations, and/or advocacy preferred.
  • Familiarity with New York State agencies and legislative processes; experience in public policy research, analysis, and advocacy.
  • Ability to personally cultivate and maintain relationships with government officials, advocates, and community leaders.
  • Knowledge, understanding and experience working with LGBTQ+, TGNC, POC, and Immigrant populations, including knowledge of the spectrum of gender identity, transgender issues, immigration, and POC issues.
  • Thoughtful and articulate analysis on the structural and institutional racism and bias and the spectrum of gender identity and bias, in consideration of the impacts and outcomes in the decision-making process throughout the department or program and on underserved and historically oppressed communities.
  • Equity, Diversity, Inclusion, and Accessibility Lens: Significant understanding of and ability to respond to the diverse needs and interests of high traffic, highly diverse community settings. Practiced in equity and inclusivity centered leadership that recognizes and balances diverse needs, experiences, and identities.
  • Demonstrated ability to analyze public policy proposals, including the drafting of legislative language.
  • Strong record of bringing together diverse stakeholders; demonstrated facility in building relationships and inspiring collaboration among diverse constituents including capital defenders, lawmakers, law enforcement, victims’ rights groups, organizers, judges, and allied organizations.
  • Ability to identify legislative and policy priorities and areas that require further research or qualitative and quantitative analysis.
  • Deep knowledge of LGBTQ policy landscape in New York State; demonstrated commitment, competency, and strong familiarity with issues affecting transgender and gender non-confirming, immigrant, and communities of color in New York State.
  • Experience in passing and protecting legislation strongly preferred; experience working on electoral and/or multi-issue campaigns preferred.
  • Excellent listening, interpersonal, written and verbal communication skills; ability to use data in shaping policy messages and explain complex policy issues in clear and concise terms.
  • Highly effective team manager able operationalize projects for teams, and motivate, develop, and empower diverse teams to execute plans and achieve outcomes.
  • Strong planning, problem-solving, and organizational skills.
  • Ability to think strategically, work independently, and meet deadlines.
  • Comfort working in a fast-paced environment with a diverse workload.
